Operator, Version and Applicability

  • This website and the NetConfiger software are operated and sold by an individual developer (brand: NetConfiger). The operator contact is the support email shown on this website.
  • These policies are version 2026.09-v1, effective September 9, 2026. They apply to website use, software downloads, trials, orders and support requests made after the effective date.
  • If you complete a purchase or place an order, a separate transaction applies under these policies as of the order date, unless otherwise agreed in writing.

Terms of Service

  • Browsing the public website means you have read and agree to these policies for website use. Placing an order, creating a customer account, or submitting a machine code means you agree to these terms for the related transaction.
  • When you register or place an order, you will be asked to explicitly confirm acceptance of the Terms of Service and the Privacy Policy before the action is completed.
  • Software use is governed by the Software License and Trial section. Installing the software means you accept the license terms described there.

Software License and Trial

  • The license is non-exclusive and non-transferable to third parties. One paid license is issued for one Windows host you control, with the client device count stated for the purchased plan.
  • A 3-day trial may be available by default. Trial availability, device limits and features may change between versions.
  • The license period starts on the activation date recorded for the issued license file. When the period ends, the license expires and continued use requires a new purchase or renewal. Renewals are never automatic; no automatic payment is made unless you explicitly confirm a renewal order.
  • Sharing, reselling, modifying, tampering with, or bypassing license files is not permitted. Reverse engineering is not permitted except where expressly allowed by applicable law.
  • Version updates within the purchased plan are included while the license is active. We do not promise that every future major version is free, and we do not promise to support old versions indefinitely.
  • After the license is terminated or expires, you must stop using the software and delete local copies that depend on the license.

Machine-Code Binding and Rebind

  • Formal licenses are bound to the machine code of your Windows host. The number of host machines per license is one, and the number of client devices is the one stated on the purchased plan.
  • If you change computers, you may request a rebind through the official contact channel. Rebinding is handled on a case-by-case basis; unreasonable repeated rebinding (for example, a very high number of requests within one license period) may be limited or refused.
  • If your host machine is damaged or lost, contact support with your order information and the new machine code. If the license file is lost, request re-issuance through the support channel for your recorded order.
  • The specific rebind quota and process may be confirmed by the operator at the time of the request.

Payments, Invoices and Delivery

  • Displayed prices, currencies, taxes, invoices and payment channels may vary by region and customer type.
  • After payment, license generation may require manual confirmation. The website may show that the license file is being prepared before delivery.
  • If a payment provider is unavailable or not configured, orders may be handled through manual confirmation.
  • We deliver paid software electronically; shipping or courier is not involved. Unless you receive an invoice from a registered business entity, you purchase as an individual operator and no value-added invoice is issued unless separately arranged in writing.

Refund and Cancellation Policy

  • Unpaid orders can be cancelled at any time. If you paid but the license has not yet been generated or delivered, you may generally request a refund.
  • If the license could not be delivered because of our delivery failure, you may choose a refund or re-delivery. If the license was already delivered and activated, refunds are generally not available unless required by law or agreed in writing.
  • If the product has a material defect that cannot be reasonably fixed, we will handle it case by case (repair, replacement, or partial refund). Custom or assisted-deployment work that has already started is not refundable for the completed service portion.
  • Duplicate payments are refunded in full.
  • Refund requests are handled through the official contact channel and normally processed within a reasonable period after confirmation, returned through the original payment channel where possible. Bank, payment-provider or currency conversion fees may be deducted when those fees are not recoverable by the operator.

Acceptable Use and Third-Party Statements

  • NetConfiger must be used only on devices and network environments that the customer has authority to manage.
  • Do not use NetConfiger for unauthorized access, credential abuse, resale of third-party network resources, malware, spam, fraud, or activities that violate laws or third-party terms.
  • NetConfiger itself does not provide VPN services, proxy nodes, accounts, IP addresses, or third-party network resources. We do not guarantee third-party platform account safety, ban rates, regional recognition, or ad-account risk-control results.
  • Third-party names shown on the website (for example Facebook Ads, TikTok Shop, AdsPower, BitBrowser, SoftEther) are used only to describe compatible scenarios. They do not imply cooperation, endorsement, licensing, or affiliation unless separately stated.
  • When misuse, abuse, payment fraud, security risk, or obviously improper use is identified, we may refuse support, suspend service access, or terminate licensing.

Privacy Policy

  • Data controller and purpose: The website and customer system are operated by the individual developer behind NetConfiger. Information is collected only for account login, order handling, payment confirmation, license management, downloads, technical support, abuse prevention and security operations.
  • Categories and retention: We may collect name, email, company, region, device count, machine code, order records, support messages, and basic technical logs. Order, license and support records are kept as long as needed for the related order, statutory retention requirements and dispute handling, and are deleted when no longer needed. Machine codes are stored to bind licenses and are not used for any other purpose.
  • Anonymous analytics: Public pages may use self-hosted analytics that records page views, downloads and conversion events with an anonymous visitor identifier, session identifier, approximate country, device/browser type and referrer. First-party analytics does not permanently store full IP addresses; only a hashed value is kept for abuse prevention. For network security, fraud prevention, server operations, and the operation of trusted infrastructure (such as the hosting provider, Cloudflare, or similar), servers and service providers may process IP addresses for limited periods.
  • Third parties and cross-border transfers: Order and payment data may be shared with the payment providers you choose, and site traffic passes through services such as Cloudflare and hosting providers. Where these providers are located outside your country, data may be transferred to them in the course of providing those services. Support and notification emails may be sent through an email service provider.
  • Your rights: You may ask us to access, correct, or delete your personal data, request account deletion or deregistration, withdraw consent for non-essential processing, and ask whom to contact for privacy requests. Send privacy requests to the support email shown on this website.
  • Security incidents: If a data breach affecting your personal data occurs, we will notify affected users through the contact details we hold and, where required, report it to the relevant authority.

Security and Customer Responsibilities

  • Customers are responsible for protecting admin accounts, customer accounts, machines, license files, and deployment documents.
  • Do not publish license files, machine codes, payment screenshots, backend credentials, or private support links.
  • Report suspected account compromise, payment issues, or license misuse through the official contact channel.

Disclaimers and Limitation of Liability

  • The software is provided for local deployment workflows. Network quality, third-party systems, operating system changes, security software, firewalls, and customer configuration may affect results.
  • Support is provided on a best-effort basis. We do not promise 100% service availability or uninterrupted operation of the website or the software.
  • Except where prohibited by law, NetConfiger is not liable for indirect losses, business interruption, account issues on third-party platforms, lost profits, data loss, or losses caused by customer configuration or third-party services.
  • To the maximum extent permitted by law, total liability is limited to the amount paid for the affected license period.

Governing Law and Dispute Resolution

  • These policies are governed by the laws of the People's Republic of China.
  • If a dispute arises, we will first try to resolve it through friendly negotiation. If negotiation fails, the dispute shall be submitted to the competent people's court of the operator's domicile (or the defendant's domicile as provided by law).
  • Nothing in this section affects mandatory consumer-protection rights that cannot be waived under applicable law.

General Terms

  • Updates and notice: These policies may be updated as the product, payment process, license delivery, or support workflow changes. Material changes will be announced by updating the version and the last-updated date on this page and, where feasible, by a notice on the website.
  • If any provision is held invalid or unenforceable, the remaining provisions stay in full effect.
  • These policies together with the order confirmation form the entire agreement. Failure to enforce any provision is not a waiver. You may not transfer these rights without written consent.
  • Force majeure: Neither party is liable for delay or failure caused by events beyond reasonable control, such as natural disasters, government action, network or power failures of infrastructure providers, or similar events.
